Richard P. Burke served as President and CEO of Fallon Health for eight years, leading the nationally recognized not-for-profit health care services organization during some of the most tumultuous years in the health care industry. Richard retired in early 2024 after successfully forging a strategic path for Fallon Health focused on primarily offering government-sponsored health insurance programs available through Medicare and Medicaid, a unique position among independent health plans in Massachusetts.
During his 25-year tenure with Fallon Health, Richard proved himself to be a mission-driven leader committed to providing high-quality, coordinated care and coverage to diverse communities. An advocate for product lines serving both aging and high-risk populations, he led the largest statewide expansion of Medicare Advantage (MA) and Senior Care Options (SCO) in Fallon Health’s history, launched three MassHealth Accountable Care Organizations and made its Program of All-Inclusive Care for the Elderly (PACE) the largest in New England and among the largest in the country.
Richard was inducted into the Worcester Business Journal Power 50 Hall of Fame in 2022. In 2023, he was also recognized with a Community Service Award from the Worcester Business Development Corporation, named Advocate of the Year by the Worcester Regional Chamber of Commerce, and was honored with the PACE Special Recognition Award presented by the National PACE Association (NPA).
Richard’s focus on community has always been a priority. Throughout his distinguished career, he gave back by serving on boards at Assumption University, Fitchburg State University, the Worcester Regional Chamber of Commerce, the Worcester Business Development Corporation, the Worcester Economic Club, the Worcester Regional Research Bureau, and the Central Mass. Agency on Aging. In 2022, he was appointed by then Governor Charlie Baker to serve on the Worcester Redevelopment Authority. Richard is also past chair of the Massachusetts Association of Health Plans (MAHP) and board member for the Alliance of Community Health Plans (ACHP).
Since his retirement in January, 2024, Richard has become an adviser to several healthcare companies. Additionally, he is continuing with his public and volunteer service.
A graduate of Assumption College, Richard holds a master’s degree in political science from Boston College and a Master of Business Administration degree from the Samuel Curtis Johnson School of Management at Cornell University.
